Crashing on the loading screen is related to certain HID-Devices which are usually USB Hubs or RGB Controllers. There are more games which are affected by the same issue such as No One Lives Forever.
Go into Device Manager and one by one disable HID-Devices until you find the one causing the problem.
On my PC it was one of the RGB Controllers from the motherboard causing it, and disabling the HID-Device for it made the game launch.
Noticed that in the pc version explosion effects and others like the fire from the gas containers (particles maybe) disappear and reappear almost like blinking in an out of existence when they shouldn't. This is definitely one of those poopy port cases cus the console versions don't have this issue.
Some map stuff like cartels, containers, bushes etc still pop in and out at relatively close distance for me, even at 4
