Unpack:

So, some time ago, I had the original Silent Hill 3 game installed. Then I installed Silent Hill 3 NoDVD [sh3.exe] which is 3.18 MB (3,338,240 bytes). After that, I installed the Silent Hill 3 Widescreen Fix by ThirteenAG. This fix includes, among others, a file dinput8.dll 1.2.0.0 (Ultimate ASI Loader, 2.05 MB (2,157,568 bytes)), which must be placed in root directory of the SH3 installation. 
In addition, I have installed Silent Hill 3 Audio Enhancement Pack v2.0 and XInputPlus.
And then I decided to install this fix - Silent Hill 3 PC Fix by Steam006 2.6.9. After I unzipped all the files and moved them to the root directory of the game, I tried to launch sh3.exe. As a result, I get two consecutive windows with the following errors:
(1) d3d8
Failed to load game mod dll! This may be caused by an Antivirus or Anti-Malware.

and
(2) sh3.exe - Application Error
The application was unable to start correctly (0xc0000142). Click OK to close the application.

I found out experimentally that this is happening because of a file d3d8.dll (122 KB (125,440 bytes)), which is included in Silent Hill 3 PC Fix by Steam006 2.6.9. If I try to run the game with this file, I get the [d3d8] error. And if I try to start the game with dinput8.dll 1.2.0.0 (2.05 MB (2,157,568 bytes)) from ThirteenAG, which I have to rename to d3d8.dll due to a collision with the XInputPlus files, the game starts normally then. But, as far as I understand, in that case Silent Hill 3 Widescreen Fix by ThirteenAG is working, but Silent Hill 3 PC Fix by Steam006 2.6.9 is NOT. So then, how do I run this fix - Silent Hill 3 PC Fix by Steam006 2.6.9?

My testing system: Win7 Ultimate 64-bit (6.1, Build 7601) Service Pack 1, Core 2 Quad Q9650 @3.00GHz (4 CPUs), 16GB RAM, GeForce RTX 3060 @1080p, DirectX 11, NVIDIA graphics driver 474.11.

You should not mix this mod and the ThirteenAG mod.

From the log it looks like your CPU integrated graphics is being used. Do you have a GPU installed?

Ok. So I just installed the original two-disc version of the game on my laptop. Then I copied all the fix files (7 files and 2 directories) to the root folder and still get that d3d8 error when starting the game. (Failed to load game mod dll! This may be caused by an Antivirus or Anti-Malware.) And I don't have any antiviruses. What else could be the reason?

Addendum: I turned on logging in Silent_Hill_3_PC_Fix.ini and found out that in both cases (on PC and laptopthe last text line in Silent_Hill_3_PC_Fix.log is "Failed to load Shcore.dll!". I assume that this is exactly what causes the error. Then the question is, what is this file Shcore.dll?

When installing the steam006 update it no longer lets me to launch game saying that it could be caused by an antivirus or anti-malware

Hi! Steam006. I'm not sure if it happened with any other user untill this point but after I installed the files from the fix folder to my silent hill 3 folder and try to launch the game it literally doesn't launch at all. It shows no pop up in my taskbar and no errors etc just doesn't launch at all. I tried turning off my antivirus while installing the files and tried to run the sh3.exe application as an administrator and tried restarting my pc but the problem doesn't get solved. I deleted the configuration files from my sh3 folder and it was working but after installing them back this problem occurs. I'm not really familiar with modding so can you help me out please

Open Silent_Hill_3_PC_Fix.ini and set "Log = 1" near the top of the file and save the file. Start the game and the file "Silent_Hill_3_PC_Fix.log" should be created that you can attach here.
