Enabling 60 FPS in Project IGI using a hex editor

Any help in finding a file offset in IGI.exe to enable 60 FPS?

There are third-party software such as RivaTuner Statistics Server (RTSS) that allow you to limit or force a specific FPS in games. RTSS is especially useful if you want to force 60 FPS while bypassing any internal limitations in the game.
