What are some best practices to tell if a pack/kit containing extra levels, utilities, or other assets, is substantial enough to cover? They may or may not be commercial (if even authorized).

I saw examples like Duke!Zone and The Lost Levels of Doom are briefly mentioned on PCGW.

The best practice is to not list them unless they're either officially included in a release or there's a valid reason to propose an exception to the PCGW senior editors. Duke!Zone is included in the ZOOM PLATFORM version of Duke Nukem 3D, so its coverage there is mandatory as part of listing version differences. The Lost Levels of Doom should've never been listed to begin with.
