The game is Tweenies Ready to Play
The game runs fine though there is an issue with some of the sounds in the videos. On checking the videos they use Indeo Codecs for Video and MS PCADM for sound. These videos play fine in everything except TV and Film App.
With regards to the Indeo I have done regsvr32 ir50_32.dll from the syswow64 directory. But Sound still fails.
As my Original disc is protected with safe disc2 any attempt to modify the iso fails. So I found an unprotected version on Archive.org ripped out the videos, re-encoded them reauthored the iso and run again. This time I get cannot find a decoder for what ever codec is used

The little one loves the game and it ran fine under XP. Does anyone have any ideas on what I can try next?
