Deadly Premonition 2 - 60hz/60fps Camera Judder Fix

This is essentially a similar fix to what I have on the Steam forums (and pinned on the Special K Discord) already. There's a 1000Hz version and a 240Hz version, although it seemingly comes at the cost of CPU utilization and delays in certain portions of the game. Although I do imagine that an IPS patch would be helpful for game ROMs and executables, the file size was already pretty small.

Still probably a nice idea to have these non-DLL based patches archived somewhere, as I'm unsure if Discord's CDN wipes files or not after a bit. This one is a little different as it simply changes it to line up with a 60Hz dislay.

I believe that SuicideMachine is working on a more comprehensive patch for Deadly Premonition 2 which includes a fix for the stuttering (While not affecting other things that use FixedUpdate), so it's worth looking out for that.

Good deal, wasn't trying to duplicate work for sure, I'm just so happy to finally see a method to fix this long time Unity issue. Will def keep an eye out.
