Ghost of Tsushima - low quality, pixelated particle effects

I'm playing GoT and notice that effects like rain, wind, fire and such become very pixelated, and then become normal again after while, then being pixelated again,... seemingly at random. I dont know what triggers it. There is no particle effects setting in the menu so that is definitely not the problem.
