Can't create new discussion topic on FF7 Remake page

I don't know if it's because I'm a new account or what, but both on mobile and desktop I click the Add Topic button, the box and everything blinks, and then it's there again (with an added captcha).  Several tries later and my account gets temp restricted as a spam prevention.

Is this true or not? Or is it an EGS quirk and doesn't warrant an always_online tag? I recall seeing before on this wiki either that tag or at least a note in the DRM section for games where Steam offline mode didn't work properly.

Ah, content restriction from the links makes sense, I just wasn't getting any sort of error message so I didn't think anything of it.  I was able to post it successfully now, thank you!
