Game Help - Shadow of Mordor part 2 [Please for the love of god.]

I am trying to launch the game and its not a game libray (Steam/Origin)

 

but I get this message;

 

"Program can't start because D3DCOMPILER-46.dll is missing on the computer. Try to install the program again to repair this problem"

but the thing is that I found the file in the game location so where can I place it?

 

Thank you for responding if someone have something to help

note: I already tried to replace the file by running cmd.exe and repair my system files.

 

Do I have to move the files or is there a other way for repairing this?
