Tested only with the GOG version of the game, but it should work on Steam version as well with some additional steps.     Official Russian localization by 1C SoftClub, originally only existing for retail versions of Grand Theft Auto IV in Russia, but later ported to digital versions by official developers, and then ported officially by Rockstar in Complete Edition a.k.a. Steam version. The installer is compatible with merged retail Complete Edition (like one you'd get by using the Downgrade tool by ItsClockAndre), but the installer has to be ran twice - first, install for base game, then open the installer again and install for EFLC instead.
