Unpack the attached zip into the Simcity 3K Apps folder and run the game, no fluffing about with the application compatibility toolkit required,

works with all versions, extended resolution patched or otherwise.

 

Promotes DDraw to D3D9, sets borderless window, doesn't require any usage of the ADK app compatibility toolkit, which is currently blocked on Windows 11.

This fix works to eliminate the frame rate drops when in the menus (which the compatibility toolkit based fix doesn't for me, despite me running Windows 10), but I can't get the window border back even though I set WindowModeBorder to 1. Scrolling also seems to be really fast now.
