What do you think if steam had full on offline installers? (some things rehashed from my "steam labs" thread)

So what would you think if steam would implement optional option for developers to implement that is "offline installer" for games inside a libary? 

This would be great as a solution to be able to install these games which have APIs that previous gen legacy windows support thus making these newer games work even when steam client is unsupported or use it when some older games are ported to pc for the first time thus testing on an era appropiate pc how this would play out if said game was pc day one release, being basically way easier, very plug and play and way more secure thanks to this when some people decided to build retro pc on unsuported previous legacy windows verions and potentially resolving an issue of trying to launch games on previous windows verions even if steam client is unsuported plus it will be very useful for people whom has more avareage/mediocore internet bandwith being way faster to install locally via SSDs than said mediocore internet bandwith.

And the solution to counterattack potential piracy which might come with is to show inside the window of the said offline installer the username and profile of the original owner of the game and to verify the game ownership to counterattack the piracy even further is to also provide these pc users a special serial key within their game in a libary to then write it in the offline installer so to activate it thus able to install it offline, and whenever they would be once again installing same game again via this offline installer they would to write this serial key number again.


So, I wonder if this feature would be successful on steam?
