Tobe's Vertical Adventure was created with the XNA Framework. There is a bug in XNA that frequently causes XNA games' FPS to be locked at a lower rate than intended (usually 42 or 48 for a 60 FPS game). See here and here for more information about this bug. This file is a replacement executable for Tobe's Vertical adventure that simply disables the game's fixedTimeStep flag, allowing it to run at a full 60 FPS on modern PC hardware. It was created by a user in the Steam Community.
