I made a mistake, the game uses DirectX 9.
I have attached a .zip file with all of the .dll's that I used.
Extract and overwrite any files and see if you have any performance issues.
Using dgVoodoo2 fixed all of the performance issues for me.
If you get a black screen, or it doesn't run properly, adjust the forced resolution in dgVoodoo2's DirectX tab to something that suits your monitor.
(I forced dgVoodoo2 to run the game at 1920x1440 resolution)
